EXECUTIVESUMMARY We recommend Pine Street Inn change the nightly cap to 35 nights to serve more people and focus resources on rehabilitation. Pine Street faces a budget crisis and possible long-term funding cuts despite the rising demand and serving the most difficult segment of the homeless population. The data shows that 84.61% guests stay 35 nights or less and use 19.82% of bed nights. However, 15.39% guests stay over 35 nights, consuming 80.62% bed nights. Partnering with employment agencies by upskilling them could help transition guests into stable housing, which better aligns with Pine Street's mission. However, more data on local labor markets and the success of similar programs would help in determining the success of this approach. It is crucial to note that Pine Street provides shelter for the most vulnerable and high-risk un-housed in the city. Budget cuts would therefore push this already vulnerable population into increasingly bleak situations instead of offering them a way out and on to a better life for them and the community. c. This will allow Pine Street to refocus their resources on people who need emergency rehabilitation like those suffering from drug abuse. Refocusing will likely lead to better outcomes for many residents in areas like job placement/retention, metal health support, and substance abuse treatment. Until recidivism of most residents (the 84.6%) lowers then resources should be focused on those with the most acute needs thereby setting up the possibility of getting rid of the cap in the long term.

The one action that Pine Street could take to better align its mission with its limited resources is to partner with non-profits or government agencies that are specifically working towards providing stable employment opportunities, and upskilling trainings for the homeless. This collaboration will reduce recidivism by helping individuals to transition out of their situation and move out of the shelters to live more stable lives. Next steps would come in understanding the local labor market, current employment status of the guests, demography of the guests, and success rate of similar programs. This analysis would give Pine Street better ways to help residents move achieve gainful employment in industries that need and value them.
