DFCS worker accompanied Investigation Terry Smith to 317 West Main St, Sardis, MS due to reports coming to the Sheriffs Department alleging that Dakota, his girlfriend Kynli, and Dalton are staying in a home alone with no adults. The concerns individual also stated to Invest. Smith that the children were not in school. Kynli is pregnant and will be having her baby within the next month. After going to the home Invest. Smith and DFCS worker were able to assess that the allegations were true and the home was filthy and no adults were in the home and the children were not going to school. Prior to the appointment Taylor's mother La Vonne Bettencourt received a call from a family member who brought up an incident which occurred when she was 4 years old. The family member mentioned an incident where the child was molested by the daycare provider's husband Bret Baker. Subsequently the mother discussed the information with Taylor who confirmed the molestation. The confirmation alarmed the mother who recalled the last day the child was at the daycare. Reporting Party Ja'Tiara Fuller (CSW) contacted CPHL to report that on 10/27/16, Foster mother (FM) Shania disclosed to her that on10/26/16, while Shania was on a day pass, she came to Los Angeles and was texting William Moore-Williams and that he wanted her to come where he was. Reporting Party expressed that Shania went to where William was and that he raped Shania on 10/26/16. Details regarding what happened and where the incident occurred is unknown by Reporting Party. Case was already enhanced to an IRT (IRTA# 64625) by IRTC, Dolores Young-Kuczinski, on 3/21/17. IRTC spoke with IRTC Young-Kuczinski and informed her that this case was transferred to OSI due the subject child being a foster child and OSI having a separate case involving the foster parent. IRTC Young-Kuczinski conveyed that since she initiated this IRTA, she will enter her information and closed the entry after documenting the case related findings. Due to IRTC Young-Kuczinski continued involvement with this case, additional IRTC assistance is not warranted at this time.

It was reported on 10/10/17 that the foster children did not have dinner. It was reported that there is no food in the home. It was disclosed to reporting party (RP) that the foster mother (FM) has 2 refrigerators; one for the foster children and the other is for FM’s family. The foster children’s refrigerator is bare and FM’s refrigerator is full. The foster children are not allowed to go into the other refrigerator. It was disclosed to RP that the FM has snack but there are no snacks for the foster children. It was also reported that there is no food in the cabinets. The reporting party (RP) visited foster family on 7/6/15 and found foster father exhibiting mental health behaviors. The RP stated the foster father disclosed he suffers from epilepsy and doesn't take his medication since he doesn't need it.
