The purpose of this dissertation isto assess the impact of the Affordable Care Act (ACA) on the Human Immunodeficiency Virus (HIV) care continuum. It is estimated that over 1 million Americans live with HIV (Kates, 2012). Though the number of HIV infections has stabilized at around 50,000 annually, there are reports of new strains of HIV arising among homosexuals (Kates, 2012). People Living with HIV/AIDS (PLWHA) are less likely to be insured due to low socio-economic status (SES), therefore, rely on Medicaid for insurance coverage. The factors that put Latinos and Hispanics at a higher risk for HIV and treatment plans because they are limited to health care that could give them opportunities to engage in education and prevention plans. Health insurance greatly improves access to a person wellbeing, but the lack of access to health care in these communities is a serious issue with Latinos and Hispanic. According to the HIV cost and services utilization study, 24% of Latinos with HIV are uninsured, compared to 17% of those who identify as white. By implementing an affordable or free health care could help reduce health disparities in the disproportionate impact of HIV in the Latino communities. Still, expanding access to a better of health coverage can give over 9 million Latinos and Hispanics a better opportunity towards HIV prevention strategies, and even treatments that could prolong life. During Round 1 of our 3-year WDQI grant, we were able to match workforce participants in the One Stop Management Information System (OSMIS) with students in Center for Education Performance Information’s (CEPI’s) databases, and then download their Unique Identification Code into the OSMIS system. From a 2-year group of education exiters, we were able to link their interactions within the Workforce Development Agency (WDA) and their wage record outcome data. We generated 24 reports designed to answer 7 Core Questions; 8 of the reports are available to the general public on mischooldata.org (Workforce section), and all 24 reports are being used by our partners in the Labor Market Information group to generate white papers, which will be completed by September 30, 2015. NOTE: The participants that we were able to link must have visited a Michigan Works! service center, which means the output data is biased and not reflective of the general population as a whole.

As a first world country with an ongoing AIDS epidemic, the healthcare and welfare programs are vital contributions that provide necessary healthcare and lessen the experience of poverty for many African Americans who are living with a HIV positive diagnosis. Compared to many other Americans, those who are HIV positive require a greater amount of healthcare and public assistance. African Americans are hit especially hard by the ongoing epidemic. African Americans make up 12% of the U.S. population, yet account for almost half of new HIV diagnoses (CDC 2015). The current U.S. healthcare system focuses on reducing medical costs for the large and diverse population of the poor community, Medicaid, which makes up half of the federal spending on HIV. In line with national efforts, the government has undertaken a series of studies on the relationship of being African American living in poverty and his or her risk of HIV. Data has shown that the lower the income of an individual or household, the greater the HIV prevalence rate. For example, HIV prevalence rate for African Americans (1.7%) is more than 8 times the rate for their White counterparts (0.2%).
