Police agencies all over the world implement different policing strategies in accordance with the purpose. Community policing is one of the philosophy in which most of the countries effectively working with it. According to U. S. Department of Justice Community policing is a philosophy that promotes organizational strategies, which support the systematic use of partnerships and problem-solving techniques, to proactively address the immediate conditions that give rise to public safety issues such as crime, social, and fear of crime (n.d). This essay critically examines the conditions, which would impact both positively and negatively on the police procedures required to implement community policing strategy in the Maldives.
Stability, community cohesion and cultural differences are very important factor need to be considered when implementing any policing methods in any country (Casey, J 2010). The country should be politically stable, should have shared values among themselves and should have a firm culture. Maldives is now politically stable country. Problem oriented policing is geared toward solving problems. The first step in problem oriented policing is the identification and selection of a problem. One method of identifying, analyzing and selecting a problem is known as SARA. The acronym SARA stands for scanning, analysis, response, and assessment (Cronkhite, 2013). The Center for Problem Oriented Policing has several problem-specific guides for different problems that police and a community may face. The guides cover a variety of subjects ranging from burglary to gas drive offs. Each guide discusses the problem and factors involved and offers suggestions derived from police report and research of the problem (Center for Problem-Oriented Policing, n.d.).
I imagine the small town Rixton of 16,000 citizens experience with law enforcement is probably inconvenience and inconsistent. For example, one month the citizen might experience an officer being friendly and respectful versus the next month the citizen feels as though they been victimized or violated. When looking at the Problem-Oriented Policing (POP) website we see that it provides information to law enforcement departments around the country giving them information on how to deal with a significant amount of community problems (Problem-Oriented Policing, 2017). The website of POP shows in details community issues such as vandalism, street prostitution, and domestic violence for law enforcement departments to gain ideas how they can be addressed. There have been large numbers of police departments that have taken advantage of the enormous amount of resources provided to them by the POP two such departments the Oakland Police Department in Los Angeles, and the other being Lindgate Police Department in Nevada (Calgues, 2015).
Without police, the safety of the community is jeopardized. Without community support, police are dispossessed of their legitimacy and robbed of their effectiveness. This three-element definition of police makes it easy to understand why abuse of force by police is of such great concern. First, there is the humanitarian concern that police are capable of inflicting serious, even lethal, harm on the public. Second, there is the philosophical dilemma that in "protecting" the whole of society, some of its constituent parts, meaning its citizens, may be injured. Third, there is the political irony that police, who stand apart from society in terms of authority, law, and responsibility, also are part of society and act on its behalf. The methodology to be adopted in community policing may be highlighted as: creation of crime curbing projects, increased number of police to the community through creation of nearby police stations or using foot patrols, establishment of community-police committees, initialization of programs that assist crime victims, and using the community to get feedback on crime rate prevention and satisfaction.
There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
Community policing is a policy and a strategy aimed at achieving more effective and efficient crime control, reduced fear of crime, improved quality of life, improved police services and police legitimacy, through a proactive reliance on community resources that seeks to change crime causing conditions.
