CASE SUMMARY: Officers responded to North Scott Hall to investigate the report of a 19 year old male UW Oshkosh student checking in with an odor of marijuana on him. The male admitted to smoking marijuana and drinking alcoholic beverages. He was warned for Use of Marijuana and cited for Underage Consumption of Alcoholic Beverages (2nd offense). CASE ORIGIN: On Sunday, September 6, 2015, at about 1:07 AM, Ofc. Katsma and I were dispatched to North Scott Hall to investigate the report of a male checking in at security station with an odor of marijuana on him. This was reported to the department via telephone by Community Advisor (CA) Ashlynn Schreiner, who was working at the security station. ARRIVAL: I arrived at the security station and met with CA Schreiner and CA Brown. They identified the male through security station records as JORDAN SCHINKER. I recognized Schniker's name based on prior police contacts. CONTACT W/ SCHINKER: I went to Schinker's room and knocked on the door. A male opened the door and I later verbally identified him as Schinker. I identified myself and asked Schinker if I could come into the room to talk to him. Schinker admitted to smoking "a little bit" of marijuana fashioned in a blunt at a house near Main St. He stated that he didn't know who it belonged to. On Saturday, December 3, 2016 at 10:56PM, RA Tyler Shaw was approaching Hanby 217 for a noise violation when he smelled alcohol emerging from the room. RA Shaw called OPD and RA Shania Zeigler for backup. However, when OPD Office TJ Frazee and RA Zeigler arrived we knocked on 217, but nobody was answering. RA Shaw was confused because they were just in the room making a lot of noise. However, have a couple minutes of knocking OPD Office Frazee let RA Shaw borrow his key to unlock the door. On 05/02/2018 the Merced County fire department responded to a fire on the property of 15476 August Ave, in the township of Delhi. Fire department personnel arrived on scene and located a large junk pile on the north east corner of the property was in flames. In the course of attempting to control the fire, firefighters opened up an adjacent 30 foot white Aly Aljo trailer with Brown Orange &Tan stripes. Firefighters noticed a large amount of marijuana inside the trailer and contacted the Merced County Sheriff’s Office. Merced County Sheriff’s Deputies responded were able to see from a broken window outside the trailer that there was a large amount of marijuana inside the trailer. Merced County Sheriff’s Deputies contacted the Merced Area Gang and Narcotic Enforcement Team (M.A.G.N.E.T.)
The reporting party (RP) stated that resident Humberto Reis DOB: 3/23/01 DOP: 12/23/15 SCHOOL: Redlands High School disclosed while a staff member's cousin (name unknown) was visiting the staff member the cousin provided the resident with the drug "ecstasy." According to the RP the resident informed the owner of the facility named Sara who informed the resident not to report the incident to his social worker or anyone. He was informed to report everything to her. The resident was left alone on a bad side of town. The resident fearing for his safety contacted the local police department who informed the resident that he should not be alone in that area of the city. Reporter stated she received a report from the Pascagoula police department. The report says on 9/25/17 at 6:12am officer Nguyen responded to a welfare check at the family’s house. The dispatcher (unknown) said the young boy said he was home alone without any adults. Skylar told the officer she was 8 and Jourdan said he was 6. The officer asked the children were they home alone and they said yes. The children were getting ready for school and they boy called 911 because he heard some in the backyard. On March 4th, 2018, I, Officer Albert, was working as a Police Officer for the Wichita State University Police Department. At approximately 0150 hours I was dispatched to Shocker Hall for a suspicious character report. The suspicious character was a white male wearing a gray hooded sweatshirt riding a skateboard. I arrived at approximately 0151 hours on the south side of Shocker Hall and walked down the south steps towards the courtyard. Officer Andrew Abbey was on scene talking with an individual fitting the suspicions character description, see Officer Abbey's report. On 08/29/2016, at approximately 2000 hours, your Affiant observed a male staggering while walking westbound on the 200 Block of East Centre Street. Your Affiant and Officer Pastucka made contact with the male at the intersection of Centre and Lehigh Streets where he was asked if everything was alright. He replied he was fine and was walking home. Officers immediately detected a low, slow raspy speech, a dry mouth, ptosis, and noticed the male's pupils were constricted which had little to no reaction to light. The male was questioned if he had recently used any medication or drugs. He denied using any medication or drugs and advised he is not prescribed or taking any medication. The male was questioned specifically about the recent use of heroin or an opiate to which he again said he is not using
BRENNAN had blood shot eyes, exhibited exaggerated facial tremors and an odor of cannabis emitted from the vehicle. I asked BRENNAN what medication or drugs he was using today. BRENNAN stated "the only thing I take is my prescribed medicine, percocets". I requested BRENNAN to exit the vehicle and to submit to a series of psychophysical divided attention test, some of which he could not successfully complete. BRENNAN was informed of my findings and requested to submit to a chemical test of blood at the Schuylkill Medical Center South hospital. BRENNAN attempted to debate taking the blood test. While he was speaking the odor of synthetic cannabis emitted from his person. I observed a large amount of, brown tar like substance on both of his hands. The tip of his right pointer finger had black on it. I asked him to hold his hand in the air and detected a strong odor of cannabis on his hand. BRENNAN then agreed to submit to the blood test and shortly later sat in the rear of of the patrol vehicle.
On 10-02-2016 at approximately 0750 hours, I, Security Officer James Argyro A-10280, was requested by Security Shift Supervisor Dennis Landells A-9758 to meet him near the north restroom. Upon arrival to the north restroom I could smell smoke. A-9758 and I were able to put out the lit cigarette that was found inside the trashcan with water from the sink. A male now known to me as Vadin Paulovich DOB: 04-14-1983 was inside a stall smoking something and continually flushing the toilet. On August 10th 2015 Officer Paul Smith was patrolling his assigned area when he witnessed a black 2015 BMW sports car speeding by him. Officer Smith was traveling eastbound on Pine View Road which has a speed limit of 55 miles per hour, the BMW sped by him going west on the same street. Officer Smith immediately reversed direction activated his emergency lights and began to attempt to catch up to the speeding vehicle. Approximately one mile down the same street Officer Smith came upon the same vehicle which had crashed into a house. Officer Smith ran up to the car to find the driver unconscious behind the wheel with a strong odor of marijuana coming from the vehicle, the suspect remained unconscious but did not appear to have any life threating injuries Officer Smith took the suspects pulse and called for dispatch to send medical help while searching the car. On Saturday, September 12, 2015, at approximate 2217 hours. I was patrolling the area of Conyers Motor Inn, 1056 Dogwood, and I noticed distinct order of marijuana emitting from room 113. We were greeted inside the building by a Redner's employee (Ellen Zapolsky) who is a cashier for company. Ellen said she was at the register when a customer approached her and advised her of a the clear bag with suspected drugs on the floor. The driver identified himself as Zafir Garries (arrestee) using his Florida Driver`s License. During my initial encounter with Garries, I spelled a strong odor of what I believed to be marijuana coming from the vehicle.
At 12:20 a.m. on Thursday, Aug. 20, two male students were seen knocking over trash cans and then running into Lot 7, according to Campus Police. The students were found near the southwest stairwell where police said they smelled an odor of alcohol emanating from the men. They failed a sobriety test and were found to be under the influence. The two boys were carrying five 12-ounce cans of beer (three Bud Lights and two Budweisers), and one boy had under 50 grams of marijuana, Campus Police said. The two were summoned with possession of controlled dangerous substances of under 50 grams and drug paraphernalia, as well as with underage drinking, according to Campus Police.
On April 6th 2014 at Birmingham Southern College my suite mate / residence advisor caught me with a personal amount of marijuana inside of my dorm. This led to my suspension from BSC for only the summer of 2014 with the dean, Ben Newhouse, claiming I was the most respectful student he has dealt disciplinary sanctions upon as I displayed unsurpassed cooperation and honesty throughout the entire process. The board of Birmingham Southern exclaimed how pinnacle my character is as I stand as a prime example for the virtues of the college and welcomed me back to return to school in the following fall. I have received certification for completing a 30-day inpatient rehabilitation program for marijuana use through American Addiction Centers and can
