In both episodes of the television show “Cops”, the predominant race of the police officers was Caucasian. The primary officers for all service calls featured on the program were Caucasian. Of the two episodes observed, only one officer was African American. The suspects in both episodes were predominantly African American or Hispanic. Of the 6 scenarios featured throughout both episodes, two suspects were Caucasian.

Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.

In the 1800s, America became extremely industrialized. Due to all of the new upbringings there was a need for organized policing. Policing in America went through many different stages beginning with organized American law enforcement, to formal policing. Michael Moore and George Kelling inferred that there were three eras of policing; political era, professional era, and community era. The political era came first along, as that era began to go downhill, the professional era arose. As the professional era began to take drawbacks, the community era started up and is still going on in present day. There are many positives and some negatives in today’s society living in the community era.

     Imagine being a police officer doing your daily routine job. You are in a patrol car on the highway, watching the cars and trucks drive by. You are also looking for speeders to warn them to be more careful and maybe you’ll ticket them. It has been a very boring day for you, since you have only been called on your radio once, and it was for an accident (fender bender). Almost at the end of your shift, a blue car drives by going ninety miles an hour, but you know the speed limit is only fifty-five miles an hour. You pull the patrol car out of the gravel area that you had been sitting in and you start to follow the car. You put your lights on and catch up to them. After a few minutes you pull the person over.

The role of police officers is very significant to American history. Police work toward protecting citizens’ rights and helping America become the land of the free. The United States of America is built from the U.S. Constitution Bill of Rights and police play a major role in making sure American rights are met. Evolution has changed many of American history for the better; policing is part of those changes. As new issues in society arise, police must change and adapt to protect and serve the public.

All my life I have been fascinated with police work and firefighting. As a result, I have spent a vast amount of time volunteering at local fire departments working closely with local law enforcement personnel in emergency situations. Although I have wavered for years about whether to pursue a career in law enforcement or firefighting, I have always known that one way or the other I am going to be involved in emergency services. While local police enforcement is interesting, I have always wondered what it would be like to be a State Police Trooper. With that in mind, I secured an interview with Delaware State Police Trooper, Master Corporal (CPL/3) Douglas Brietzke.

Leading up to the establishment of the Chicago Police Department, the first rank of “constable” was created in 1830. Authorization of Chicago’s very own police force occurred on January 31, 1835. On August 15, 1835, the Chicago Police Department was born. The department’s mission reads, “The Chicago Police Department, as part of, and empowered by, the community, is committed to protect the lives, property, and rights of all people, to maintain order, and to enforce the law impartially. We will provide quality police service in partnership with other members of the community. To fulfill our mission, we will strive to attain the highest degree of ethical behavior and professional conduct at all times.” Orsemus Morrison was elected Chicago’s first constable; he was assisted by Constables Luther Nichols and John Shrigley. The three men served and protected a population of about 3,200. In the year 1837, the Municipal Court of Chicago was created. It had co-jurisdiction with the Cook County Court within corporate limits of the city of Chicago. Between the years 1838 and 1854, the Chicago P.D consisted of very few collection of officers, constables, and part-time night watchers to maintain the quickly-expanding city.

An integral training of today’s police officers duties is the physical skill of the application of use of force. This is needed skill requirement to detain and arrest a person who has committed a crime and resisting. Police officers must be trained to use force properly when the skill is required on a subject who is resisting police officers efforts to place them under arrest. This skill has the potential for the officer to exceed the needed amount of force to place them under arrest that can lead to civil suits alleging the officer use of excessive force. Police use of force is a controversial topic with not only the community as well as leadership in the department. Concerns about excessive and unnecessary uses of force continue to require the researcher to locate what indicators police officers react to when the application of using force or threaten to use force.

Law enforcement, in some form, has existed for centuries and since its creation there has been numerous improvements. Improvements have come about because of community changes and the need for more effective ways of policing the people. As crimes became more fierce and complex so did the need for the investigation and solving of these crimes. Criminal investigative techniques were not just born from thin air, some thought and planning had to go into figuring out the proper ways to go about doing things. Pioneers of the criminal justice and criminal investigation field such as August Vollmer, Alphonse Bertillon, Edward Henry, and Edmond Locard have made superior contributions to the development of criminal investigative techniques. These techniques have impacted the way police operate today and set a substantial base for law enforcement to build on.

Since the founding of this country, to the wild west, and up to the present, the agenda of the policing bodies have been clear: to uphold and enforce the laws of our society. Of course the way they do this today had undergone changes from the first police forces of early America, law enforcement has seen trends come and go.

Patrol accounts for the biggest portion of police work in most police agencies. The terms “patrolling” and ”on patrol” generally refer to what officers do while not handling calls for service—officers do this mostly in patrol cars, but sometimes on foot, on bicycles, on horseback, or the like. While on patrol, officers may look for traffic violations, suspicious behavior, disorder, and unsafe conditions. They may also look for opportunities to interact with the public in casual or more formal situations. This is all considered patrolling.

The earlier development of the law enforcement was developed by a man named Sir Robert Peel also known as the “Father of Modern Policing” (Bennett & Hess, 2007). He was born February 5, 1788 in Chamber Hall near Bury in Lancashire (Bloy, n.d.). He was the one who greatly influenced and set forth the fundamental principles of the police force. He developed an organized force called the London Metropolitan Police in 1829 that protected the people who were victimized due to high unemployment, poverty, and crime. An organization is “an artificial structure created to coordinate either people or groups and resources to achieve a mission or goal” (Bennett & Hess, 2007). The police’s goal is to protect and serve their community. Although the term of a police officer is mixed up with a peace officer “all police officers are peace officers, but all peace officers are not police officers” (Walker & Katz, 2011).
