The field of police work is constantly being forced to develop and improve its protocols, procedures, and practices in an effort to keep pace with the ever-changing society in which it operates and criminal behavior it seeks to eradicate. While the history of policing has been marked by substantial changes throughout time, the work of modern-day police officers and officials demonstrate some of the most substantial adaptations to its surrounding environment that the field has ever seen. Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.

The reason some officers have resisted implementing problem-solving strategies is because problem solving has a dual focus. According to the course text, the first focus, is that it requires incidents to be linked to problems. The second focus, is time devoted to “preventive” patrol is required to be spent proactively, which determines problems in the community and their causes (Miller, Hess, & Orthmann, 2014). Although problem-solving is ideal, unfortunately officers cannot ignore specific incidents. For example, when call come in, officer respond as quickly as possible. In addition, even if officers respond to incidents, seek symptoms of problem, or both, the public can help or hinder their efforts (Miller, Hess, & Orthmann, 2014).

Starting In 1829, Sir Robert Peel began developing his theory of policing. These nine principles are as relevant today as they were in the 1800's. Peel established the Metropolitan Police when he served as Home Secretary of England. Since Sir Robert Peel introduced his principles of policing in the early 1800's, our country has continued to follow his ideas of effective policing. Community policing is based on Peel's concept of prevention.

Problem-oriented policing presents an alternative approach to policing that has gained attention in recent years among many police agencies. Problem-oriented policing grew out of twenty years of research into police practices, and differs from traditional policing strategies in four significant ways.

Policing in the United States has changed dramatically since it was first brought to the thirteen colonies from England. However, some of the issues faced then are being faced in policing today. There are also new trends that are prevalent, and these trends will continue to have lasting effects on the future of policing. Even though new trends improve policing overall, they can also cause more serious issues. Policing and the way they operate are truly similar as if they are hand in hand with one another. In order for operations to run smoothly and the department to be functioning as one there has to be proper training and care from the supervisors, administrators and from everyone who works together to understand that they’re a team. Everyone in the police department has to work together instead of against one another just to make sure everyone is doing their jobs by the books with no room for errors.

In relation to functions of patrol, crime investigation, emergency, and critical incident response and future trends of the CAPS program. One key point of functions of patrolling could be the proactive vigilance of the community (individual neighborhoods) in taking preventive measures in developing an increase of their crime rates. Crime investigations are still the sole responsibility of the Chicago police department; however, it is always easier to investigate crimes when he or she does have the support of the community backing him or her up. This has proven to be very effective means of adding in investigations, instead of the community not wanting to get involve, like it was in the past. With relation to emergency and critical incident response, there have been positive comments that have been said about the CAPS program involvement in reporting certain situations. It is hard to predict the future brings for the Chicago Alternative Policing Strategy (CAPS) Program. A survey was conducted which consist of ten questions. Each question of this survey deals with policing in America, weather it is the area in which you encountered officers to how your encounter was with them. 54 individuals of different races and ages took this survey. The survey was structured in a way to see if there is a connection between the old policing and the new age policing. In this survey, the participants must answer all the questions to the best of their ability. The participants included college student and non- college that ranged from the ages 17 and above. The participants were family, friends, and college students. This population of individuals was targeted so that the surveys’ outcome would have opinions from all

Problem oriented policing is geared toward solving problems. The first step in problem oriented policing is the identification and selection of a problem. One method of identifying, analyzing and selecting a problem is known as SARA. The acronym SARA stands for scanning, analysis, response, and assessment (Cronkhite, 2013). The Center for Problem Oriented Policing has several problem-specific guides for different problems that police and a community may face. The guides cover a variety of subjects ranging from burglary to gas drive offs. Each guide discusses the problem and factors involved and offers suggestions derived from police report and research of the problem (Center for Problem-Oriented Policing, n.d.).

This research project is an analysis of six scenarios. The scenarios are as follows: History and rolls of law enforcement in society, Levels of jurisdiction, Distinction among the multiple functions of Law enforcement agencies, Analysis of Historical events that have shaped modern policing practices, Ethical and professional behavior in the workplace, and Evaluation of how knowledge, skills, and attitude learned in this course apply to your chosen career. There will also be a summary of reactions on Ethical and professional behavior in the work place. Included in the second section, there will be six scenarios. The issues that our police departments face in today’s society consist of corrupt police departments, publicity, operating expenses, and constant training to meet the guidelines set by court decisions.

When looking at the Problem-Oriented Policing (POP) website we see that it provides information to law enforcement departments around the country giving them information on how to deal with a significant amount of community problems (Problem-Oriented Policing, 2017). The website of POP shows in details community issues such as vandalism, street prostitution, and domestic violence for law enforcement departments to gain ideas how they can be addressed. There have been large numbers of police departments that have taken advantage of the enormous amount of resources provided to them by the POP two such departments the Oakland Police Department in Los Angeles, and the other being Lindgate Police Department in Nevada (Calgues, 2015).

There are multiple approaches to engaging a police force with the community in order to most effectively prevent and respond to crime, and considering the relative strengths and weakness of each of these strategic models will demonstrate how models can impact the operation of daily policing practices and activities. The model under discussion here is called community oriented policing (COP), and focuses on building relationships and rapport between officers and the community in order to more effectively prevent crime. It is augmented by a model called problem solving policing (PSP), and depends upon rank-and-file officers identifying community problem areas through direct observation and analysis. Each model excels at slightly different things, and in practice most police agencies deploy a mix of models. By examining the Miami-Dade Police Department's handbook for school resource officers, it will be possible to view a COP/PSP policy in action in order to better understand how these models practically affect policing.
