The theory of Agenda Setting responds to a theory called "the hypodermic effect" which was worried that new mass media technologies like the radio and TV were somehow going to be able to "inject" you with particular ideas or beliefs much like a hypodermic needle would. After World War II, the fear that political propoganda could lead our population to be controlled as we feared the German population had led to a rise in mass media effects research. The theory of Agenda Setting is a response to the hypodermic theory where instead of worrying that the media will "tell us what to think," in fact what happens is that that the media seems to "tell us what to think about."
