NEPA create a national policy for the environment. The main purpose of the NEPA is to establish a national policy that encourages harmony between human and environment, minimize or eliminate damage to nature. Also, it helps people understand the ecological system and natural resource, and establish a Council on Environmental Quality. The NEPA aims to "maintain conditions under which man and nature can exist in productive harmony, and fulfill the social economic and another requirement of present and future generations of Americans" 42. U.S.C. 4331(a). It also has the responsibility to inform the public for improving political accountability and improve agency decision making by considering alternatives. The agencies should decide if the action meets the threshold requirements or not. And prepare an EIS which describes in detail the effect of proposed activities. Also, the status makes it clear when the EIS must be completed and published the proposed rule in the Federal Register. is primarily procedural and timing is always the main theme. The agencies should combine NEPA with other planning as soon as possible to reflect the environmental values. And the NEPA needs agencies to go deep into the environmental consequences.
