Performance Indicators are measurements of how well the program did with providing a particular service to a class member. Ordinarily, these high rates consistently lead to the agency’s failure to comply with the policy. Therefore, the program is presently seeking to lower the compliance rates and hopes to change timeliness indicators as these changes would drastically strengthen the policy. The program feels that as long as the service is provided to a class member before he/she is released to the community, timeliness should not be a factor.
As mentioned earlier, social workers (on a micro level) are responsible for providing appropriate referrals for continuity of care. Referrals must be appropriately documented and they must make sense to the reader. Class members who are in need of a higher level of care must be provided with such referrals as the community’s safety depends on such resources.
It is imperative that social workers on a macro level continue to implement policies and procedures that would better service the client population. The U.S. Supreme Court has acknowledged the growing distress, deeming California’s state prisons unconstitutionally crowded. In 2009, the U.S. Supreme Court ruled out that California’s 33 state prisons have become too overcrowded to the point where there are no sufficient medical and mental health care available (Realignment AB 109, 2013). The U.S. Supreme Court determined that the 33 state prisons are violating constitutional exclusions, under the Eighth Amendment, against unfamiliar punishment and brutality, says the American Legislative Exchange Council, an American organization producing model policies for state legislators (ALEC, 2010).
During the 1970’s, the tough on crime movement contributed to a drastic increase in punishment for lesser crimes and led a massive increase in imprisonment, even though the crime rates stayed the same (Gascon 2014). It is disputed that even though the movement was attractive to voters, it is doing more harm than good. Ever since the 1960’s, the amount of individuals detained has increased roughly about ten times than normal (Gascon 2014). Expanding a prison population requires more places, such as prisons and jails, to detain prisoners and California had built “22 new prisons in just 30 years” (Gascon 2014). Building new prisons and detaining more prisoner’s costs money and this money will come out of taxpayers. Newt Gingrich and B. Wayne Hughes Jr. said in an editorial that “prison is for people that we are afraid of, but we have been filling them with many folks we are just mad at.” They also state if the proposition is passed it will bring some light on the face that over $60,000 is spent on one inmate alone per year, while less than $10,000 is spent on each student in schools (Gingrich and Hughes 2014). The American Civil Liberties Union, the Sentencing Project, and the Crime Survivors for Safety and Justice are also in favor of the proposition. Moreover, as the criminal justice system came under careful scrutiny, it was often seen as part of the problem, as doing too much, too little, or the wrong thing in general. To conservatives, it was apparent that the correctional system, under the rehabilitation method, was teaching that “crime pays.” They believed that criminals were being coddled. Dangerous offenders were getting as simple sentencing as probation, and predators were being prematurely released from prisons. This led to a push in toughening sentences, making them longer, in order to deter the criminals. For liberals, rehabilitation was a source of injustice and coercion. They believed that it taught an important lesson that government officials could not be trusted. Liberals also believed that this was a way to victimize offenders. Thus, liberals and conservatives alike opposed rehabilitation, even though it was for different reasons.

A Pew study found that several states utilized diversion programs that reduced the imprisonment of nonviolent offenders. These states include Alaska, California, Connecticut, Delaware, Georgia, Maryland, Massachusetts, Michigan, Mississippi, Nevada, New Jersey, New York, Oklahoma, South Carolina, Texas, Utah, and Wisconsin (Pew Research Center, 2012). Results show public safety was not jeopardized, fewer incarcerated offenders resulted in savings to corrections, and crime rates declined after the utilization of diversion programs.
The question we have to ask ourselves is if electronic monitoring can reduce crime specifically high-risk offenders? According to Bulman (2012), sex offenders on parole who are labeled high-risk had a lower recidivism rate when they were placed on GPS monitoring in comparison to those who were under traditional parole supervision, exclusively in the state of California. NIJ came up with the conclusion when they studied and reported the results of 516 high-risk offenders on parole between the years 2006-2009. Electronic monitoring is effective in reducing the recidivism rate but it cost more in comparison to traditional parole supervision.
