The number of drivers that bought 12.1-15 gallons of gasoline = 18
The number of drivers that bought 15.1-18 gallons of gasoline = 12
The number of drivers that bought 18.1-21gallons of gasoline = 6
Hence, total number of drivers that bought more than 12 gallons of gasoline = 18+12+6 = 36
