Introduction
The function and purpose of audits and evaluation programs are to ensure that periodic, formal review occurs such that program implementation and budget can be informed. The audit and evaluation process serves to provide information to the teams responsible for execution of those programs regarding their results and work quality. It is essential that the audit and evaluation program procedures result in new information and do not duplicate previous efforts. Essentially, the audit and evaluation programs should answer questions that have not been fully answered by other analysis or that are essential to a long-term view of performance and that facilitate the ability to gain an objective view and independent perspective with respect to the results and quality of the programmatic efforts ("Foundations for Success," 2012).
Comparison of Audit and Evaluation Program
The Panda organization of the World Wildlife Fund conducts audits and program evaluations for the programs they fund. The audits and program evaluations are performed according to the WWF Standards of Conservation Project and Programme Management. According to the WWF standards, each step must be completed but the level of detail depends on the circumstances of individual programs and projects. Accordingly, each team is charged with deciding what level of detail to include and whether to include certain steps in order to apply the guidance provided in the WWF standards document.

Evaluation is a process that is used to look at the project, policy or program critically. It includes the collection and analyzing information that is related to the program or policy and that of its outcome. The Main purpose is to improve the policy or the program effectiveness. This will also help to identify any of the weak areas and changes that need to be made in the policy.
Program planning is a process to achieve a particular goal and/or mission. Program planning is an organized process through which a set of coordinated activities or interventions is developed to address and facilitate change in some or all of the identified problems. Program evaluation provides useful information for improving the programs and the service delivery systems. Program evaluation is to improve the program planning, effectiveness, design, and efficiency. The two are different processes, but ideally they hold the same goals and/or mission. Policy evaluation applies accepted social science research methods to public programs. The same research designs used in laboratory experiments are not always practicable in the field, but the same principles can guide the planning and execution of policy evaluation.
Program planning sets the stage for realistic program goals and organizes a plan of action. First, would look at my measurement method to make sure that it is reliable and valid. Making sure that the measurements are representing the people and the program accurately, enough sample size is use to represent the program, and make sure there is no participants contamination. Second, the time from when the program started and when the evaluation process starts can also show that the program have no impact. It takes a long time for programs to work out the kink and bumps along the way and sometimes having an evaluation conducted within a year will not show the program at its full potential. There is also the sleeper effect where the program will not show impact until a much later time. To ensure that my program evaluation is objective, credible and fair I would employ internal and external counselors or advisors as well as align my program evaluation with the standards and practices of the professional body of evaluators. These “advisors “may or may not include the program stakeholders, but would not negate the formal process of collaborating with key stakeholders. Rather, the purpose of my advisor team is to see and hear things I missed.
Monitoring and evaluation are important management tools to track your progress and facilitate decision making. Carries of an evaluation can be the community of people with whom your organization works. By closely examining your work, your organization can design programs and activities that are effective and yield powerful results for the community(William, et al 2010).
In order to implement a program evaluation to determine client gains, there will be a team consisting of myself as the lead consultant, 3-4 program evaluation support staff members who will assist in the evaluation process and one staff member from the center being included to provide relevant center information. Key staff from the center will be asked to form an advisory group where all evaluation measures, outcomes and processes will be discussed, approved and presented.

This report contains the outcomes of the audit assessment carried out at the University of Canberra surroundings. The purpose for this audit was carried out to identify and assess the health issues and impacts using walkability, access and food supply as the focus point. The University of Canberra, Bruce campus was the chosen location for the audit. The audit toolkit used for this report was developed at the UNSW Built Environment Program with comparison to the Western Australian Department of Transport: Walkability Audit Tool. Path maintenance, path size and wheelchair accessibility, shade, safety and transport were assessed. Overall, the walkability, accessibility and food supply were averagely good with need for improvement in some section.

The purpose of the evaluation is to make sure that our program as a whole is on the track to success. We want to evaluate our current problems as well as future problems we may have and see if we can solve them now rather than later. We want to make sure that our entire program is on a steady path and that we will not be blindsided by any issues that may arise. Our program rationale is a key component to developing our program as we want our goals and objectives to be clear as well as how we will identify the needs of the community that need to be met.
